As noted in the dictionary.com definition, the only application of "shrimp" to mean "small" is when it is used as slang to describe an unimportant or diminutive person. Likely this usage is derived from the diminutive crustaceans of the same name. Therefore, a jumbo shrimp is only an oxymoron if used to describe a small or unimportant person who was also at the same time "jumbo." The standard definition, shrimps that are large, is not an oxymoron.
